| DUTIES |
: |
The incumbent will serve as a Senior Research and Evaluation Advisor on USAID India’s efforts to achieve improved health and reduced fertility in targeted areas of India. The position is located in the Health Systems (HS) Division in PHN Office and the incumbent will report to the Project Management Specialist and Chief of the HS Division.
The incumbent will be the focal point of research and evaluation and is responsible for design and management of research (e.g. primary and secondary social science research), data utilization (e.g. policy and program analysis, dissemination research results/policy implications, reporting of research results including the National Family Health Survey, and program/project performance) and monitoring and evaluation activities on USAID India’s efforts to achieve improved health and reduced fertility in targeted areas of India.
The incumbent will perform full range of consultative, advisory, project management and monitoring, data collection and evaluation functions. The incumbent will also maintain continual liaison with senior Government of India officials involved in the projects and will provide guidance, supervisory oversight and technical direction to assigned agencies and their staff on project related activities. The incumbent will be required to prepare necessary documentation, solve day-to-day problems and recommend alternative measures to the HS Division Chief to derive and implement the PHN research agenda. |

Fluency (Level IV) in English and Hindi is required. |

KNOWLEDGE |
: |
The incumbent should have a through knowledge of Government of India health, population and nutrition policies and programs. Strong knowledge of social science research, data dissemination techniques, policy analysis and policy development is required. |
| ABILITY
& SKILLS |
: |
The incumbent should have the skills and ability to:
- organize, interpret and evaluate social science research and policy analysis program performance data;
- plan, implement and monitor project activities by applying proven management principles;
- prepare written reports and statistical tables and presentations, and use standard computer programs: word processing, spread sheet and presentation software;
- handle sensitive issues diplomatically and to inspire confidence in the Govt of India, and other counterparts;
- negotiate sensitive and complex issues through initiative, imagination, resourcefulness and diplomacy.
